Parents call for investigation of charter school after suspected abuse

Nine-year-old Harlem Barrett is homeschooled. He also is nonverbal and autistic. His mother, Atoya Barrett, told The Tribune that finding the right school for him has been tough.

For the past two and a half years, Harlem attended PreEminent Charter School in Raleigh, one of several schools run by a national for-profit education company called National Heritage Academies.

Before attending PreEminent, Barrett said her son wasn’t being academically challenged in his special education classes at Wake County Public Schools. “They weren't challenging him enough. I felt like he was doing a lot of coloring and whatnot, and I know my son can do much more than that,” she said.

Harlem bounced around schools trying to find the right fit. At the recommendation of one of her neighbors, Harlem was accepted at PreEminent Charter, but Barrett said it’s “been a rollercoaster” since then.

Harlem was doing wonderfully until May 2024, she said, when his special education teacher, Kaitlyn Jacobson, was arrested for misdemeanor child abuse. Soon after, his second teacher was let go. After that, his third teacher left.

“She was an excellent teacher, and she quit overnight,” Barrett said. “She said she doesn't want to talk about it, but her exact words were, ‘the school was doing things that morally she couldn't get with,’ and said they were doing things ‘against her conscience.’ And that's very telling for a teacher to say that.”

PreEminent Charter School Principal Stephanie Solomon did not respond to repeated phone calls and email requests for comment.

On Dec. 19, while visiting Durham’s Central Park, Barrett said a PreEminent parent’s daughter approached her and said that Harlem and other special education students had been abused for months. Barrett filed a police report the same day.

The girl also told her the special education class had no teacher, just an instructional assistant. Barrett said the instructional assistant, Tariq White, was previously placed on disciplinary action when the abuse occurred, a copy emailed to The Tribune.

On Dec. 31, Barrett requested via email to Solomon that all video footage of her son be released but has received no response. She also was told that the police detective involved in her son’s case was being denied footage access.

With nowhere else to turn, she contacted the North Carolina Department of Public Instruction’s Office of Charter Schools.

“For issues related to individual students such as discipline, specific parent concerns, etc., we do not have any authority or oversight,” read an email sent to Barrett from the assistant director of the Office of Charter Schools Nicky Niewinski on Jan. 7. “If you feel there is a risk to student safety, local law enforcement is the appropriate source for support.”

Barrett said she is now the face of a group of at least eight parents, because the others are scared about retaliation.

On Jan. 7, Barrett received an email from Solomon stating that Harlem had over 10 unexcused absences and his attendance must improve or the school “may refer the issue to the District Attorney and/or the District Court.”

Barrett believes this was an act of retaliation against her for speaking out. “Retaliation is real, and that's exactly why, on Jan. 13, I pulled my son out, because I know once I started telling the story, things were going to get bad,” she said.

Barrett said she would like a full, independent investigation into the school. According to North Carolina School Report Cards, PreEminent Charter has a D rating.

The Rev. Charlrean Mapson sits on the North Carolina Council of Developmental Disabilities, as her son, Jadon, has autism. She told The Tribune that she’s “not surprised” at the alleged PreEminent Charter incidents, sharing her own struggles with public and charter schools treating her son poorly.

“They don't think they can get caught because if they do it with a child who's nonverbal, the child cannot express what's happening,” she said.

Mapson said there should be some sort of investigation into whether North Carolina’s schools are actually meeting the requirements of The Individuals with Disabilities in Education Act, federal legislation that tailors public education to fit every student’s individual needs, regardless of ability.

“We need more compassionate people in the field,” she said. “You can't just go into teaching and just say, ‘oh, I'm gonna do special needs just because I need a job.’ You have to be prepared to understand that that job comes with a lot.”

Abuse does not come from nowhere. Many people who hurt children were once hurt themselves. But trauma is not an excuse — it is a responsibility.

Every adult has a choice. You either heal what happened to you, or you pass it on.

Being a teacher is not just a job. It is a position of trust. If you cannot regulate yourself, you have no business regulating a child — especially a child who is vulnerable or disabled.

I grew up with abuse. I know how it shapes you. I also know you can choose to break the pattern. It takes humility, accountability, and real work.

Children are not emotional punching bags for unhealed adults. They are human beings.

If you cannot love and protect them, step away.

My name is Atoya, and I am the parent mentioned in this article. This has been a very difficult time for my son and me, but I am deeply grateful for the outpouring of support from everyone.

Throw the entire school in the TRASH!! They released a specials needs child to an authorized person. This could have gone very badly, but thankfully the child knew to go back into the school and call for help. Special needs children, or child with IEP's are not protected here. The school also went months without an IEP teacher and failed to notify the parents. CPS get in here!

It's very sad, but I see this school is following in the footsteps of Torch Light Academy. Another charter school that was shut down due to several IDEA violations in 2022. Parents flock to charter schools thinking they are better than the county schools, but this is not always the case. Remember, Charter schools are also public schools. Preeminent Charter school has a rating of 2 out of 5 on Trust Pilot, and 1.7 out of 5 stars on yelp. This school needs a full investigation with CPS and law enforcement involvement.

This school is mockery of education. The Dean of special education removed her child from the school. The Principal also removed her children from this school. If leadership will not send their kids into this institution, neither should you. It's rotting from the inside. Any teachers considering applying to National Heritage Academies, I urge you to reconsider. So disappointing to hear this news. Durham Public schools also had a similar case like this. Praying for all of these children. As a WCPSS employee I hear about these cases all the time. Mom if you are reading this do not give up. Keep fighting for your son. You have the support of the community. Again I'm so sorry to hear this!

I am really disappointed in this school!! This school used to be one of the best charter schools in Raleigh,NC. Over the last three years with the change of administration, this school has gone downhill. I would not recommend this school to anyone. If your children attend this school, I’d highly advise you to withdraw them. We have to advocate for our children. I’m really not surprised by these allegations. Justice for Harlem and all of the students affected by any if this!!

This whole organization is full of bullies and incompetent leadership. There are many fights at this school. The students bully, the teachers bully, and the deans bully. Principal Solomon is the biggest bully of them all. Pull up Preeminent Charter School on Google, and you will see that their reviews are off.
This is not a safe learning environment for any child, let alone children with special needs. Their enrollment numbers are dwindling. Please keep advocating for the children!

This is sick and everyone involved in the abuse and coverup needs to be investigated! Parents should not be worried about their children being mistreated by adults that are supposed to be trusted! Sentence those sickos to the harshest punishment!

Tariq White has been known to bully 4th grace and 5th grade students. Other teachers have witness the abuse but refuse to report it. Once the principal was made aware action still refuses to advocate for the students. This case is similar to the child abuse case at Eno Valley Elementary School. This school is fully prepared to cover up abuse. There have been several cases of abuse at Preeminent Charter School. Students have been pinned up against desks and choked. Special needs children do not get bathroom assistance. Several children have been known to elope. Children who are sick, no matter the age, or left in the lobby by themselves. The Deans at this school are no better, very unprofessional individuals. Several teachers have been caught singing rap songs and acting trashy. Expensive field trips, but low budget lunch food. If you love your children, please remove them from this school.

This school is notorious for falsifying grades and progress reports. Many of the students are operating below grade level. This school tries everything they can to prevent parents from visiting, and now I see why. The bathrooms are disgusting, the carpets are dirty, and the special education classrooms are so small they are designed for caged animals. Teachers quit left and right. I'm praying that a thorough investigation is done into this school.

First and foremost, I want to thank the Triangle Tribune for posting this story. I’ve heard many disturbing things from parents regarding Preeminent Charter School, yet this school receives rewards every year as one of the best schools. National Heritage Academies ended speech and occupational therapy abruptly without notifying the parents. When services resumed, they were offered virtually. Any child with special needs understands how important it is to have a live therapist in the classroom to work physically with students.
I’m under the impression that this school is losing funds. At times, the school has also been without a school nurse. The principal is rather cold and shows little emotion or compassion for special education students.
Tiki Wrighton, the Dean of Special Education, was reportedly seen dragging a special needs student by the neck, and yet she still has her job. The principal is aware of multiple instances of inappropriate behavior, and no one is being held accountable. Corporate is also aware of the abuse claims and is not taking the matter seriously. PLEASE SHUT THIS SCHOOL DOWN!

The family of this child is my neighbor, and I am aware of the horrible abuse that Harlem and other children suffered. I believe this school should be shut down and the abusers must be held accountable to the fullest extent of the law. Our community stands in support of Atoya and her son Harlem. PreEminent Charter School must me investigated and prosecuted to the fullest extent of the law as well.

This school should be shut down. My daughter attended here and has an IEP for ADHD, so I am speaking from experience, not just rumor. I withdrew her because I was concerned about urgent issues. She went weeks without receiving her academic support, and the exceptional needs teacher resigned. My daughter never received pull-outs because no one was available to assist her. While I was there, five teachers quit. Some teachers shouted at students and called them stupid. Ms. Spruill, an English teacher at PreEminent Charter School, was involved with staff in inappropriate behavior, and students were failing in English. Many serious issues are happening at this school, and I'm relieved it’s under investigation. I removed my daughter from there because the principal is ineffective. Ms. Solomon is unqualified to lead; she is aware of ongoing problems but shows no concern. Academically, the school is failing, with grades dropping significantly. Despite being marketed as a good school, it is not. Based on my experience and what other parents have told me, I advise you not to send your children here. If you care about your child's well-being and education, do your research and find a school that genuinely cares. I quickly transferred my daughter to a new school, only to learn she was behind academically—a heartbreaking discovery. PreEminent Charter School falsified grades and lied to parents of children with special needs, claiming they were doing well when they were not. This school needs an investigation. My daughter also had bruises from bullying, but cameras were inaccessible. Please remove your children from this school immediately. It needs a new principal and teachers trained to handle behavioral issues. The environment is chaotic—kids bully and fight. I witnessed parents fighting in the school, and my daughter was scared. Children should never witness such behavior. Law enforcement should inspect the cameras. My daughter also reported that some teachers abuse children with special needs. Unfortunately, no one will believe you. I ask with a heart that cares take this matter seriously. The part in this article is not lying. She is telling the truth. Please open an investigation regarding this school and how they are mistreating the students and how the kids here at PreEminent Charter School are failing academically.
